Look at GFI's LAN SELM (www.gfi.com) VERY affordable and has a 30 day trial. More of a security/intrusion, but it also will monitor server health with an agent. Uses Win event logs. NO resident programs (except health agent) on the monitored server.

There is a shutdown.exe program for NT 4.0. It may be on the supplement CD. I know I found it on the web. It allows shutdown of local and remote servers.
