I've found the answer. It appears that Adobe Acrobat is not the tool it claims to be, if in fact you want to create signable documents you need an entirely different set of tools from adobe. Alichino- alichino

According to Adobe, acrobat allows a user to create a form, this form can then be forwarded to a series of other users that can add data to the form and sign the form with both Acrobat and Acrobat Reader. In fact here is the text from acrobat reader's online help book...- alichino
