This is a well known hack and can be carried out through port 80, as a default IIS allows allkinds of file extensions
.htr .hta etc etc now it doesnt automatically chack that the file with that extension exists, and so it is quite easy

dont bother using iis ftp server as I wouldnt say it is ecure and also for every user it requires an nt password account try something like deerfields ftp serv-u @ www.deerfield.com it is alot easier to set up
Mke sure port 80 is open on your firewall and the nt box running iis has a public ip address if it is not public IE it is a 192****** address you will have to set up some NAT on the firewall to forward all requests for port 80 to the private address of the webserver

I had this problem and it turned out to be a dodgy stick of memory, I could install win 9* and corel linux but not nt or win 2k, get a new stick of 32mb (no more in case its not this)Hope this helps
buy an nt or 2000 mail server such as mdaemon form deerfield and this will allow you all the e-mail facilities you need even web mail it will also run on an nt box alongside iis perfectly it even has imap facilities and facilities to run multiple domains of one ip address.
Try using an alternative ftp server as IIs relys on nt authentication, so as you add more sites you end up with a stupid amount of user accounts, try serv-u ftp from deerfield.com it allows you to set up ftp acounts with stand alone permissions
