I tested the beta b4 - the new tape catalog feature is great. Maintain a small database, yet give the flexibility to automatic merge back data from catalog files if restore is required (do not need to merge from tapes).
There is a block setting in Exchange Agent configuration - default is 1 - go up to maximum 16 (I think...)
Try changing this setting to 5 or 6 and increase from there .. might help
