Before I would retire the board I would look into any Bios updates there may be. Even if you have the latest I would reflash it just to make sure bios is uncorrupt. After that if problem still persist then it would just be a bad board and time to junk it.
I have had the same experience using HP CDRWs and found a driver on there site to correct this. Had to install the driver and then reboot before problem went away. Maybe Sony has a similar solution. I would check their site for updated xp CDRW drivers.
For My money I would get the Sony - They tend to hold up better then the Dells. That being said Customer Support from Dell has been fantastic in my experience. Can not rate Sony's Support as I have never needed to contact them.
