Up until now I've been deploying Proxy settings via login script, which works well until a GPO background refresh overwrites them. This is despite the fact that Proxy settings are explicitly *not* set in the IE maintenance part of the GPO.

It's possible you may need to configure your browser to bypass a proxy server for your own machine. Having it set to all "local addresses" does not seem to be sufficient - you need to explicitly give it a machine name.
