Right click on your connection and select "Properties".
Where it says "Connect Using," make sure the correct modem is selected.
I've seen a lot of customers that have had more than one modem...
I'm not sure I know what you mean. Is it actually establishing the connection, just not turning off the modem speaker? If that's the case, I'd start looking for another driver set to load in there. Course my experience with Redhat ended after I got frustrated with an install a few years back. ;)

If disabling v.90 & v.92 on the modem (+MS=v34) works, I'd start looking at phone line issues. When you disable the v9X of your modem, you will not get a connection speed better than 33.6.
One thing I've seen a lot of is people running the phone line through a surge protector...
