Have you possibly tried executing RUNSTATS without the WITH DISTRIBUTION clause? Perhaps the data distribution is affecting the optimizer. We have experienced unexpected results in the past when including and/or excluding the clause.

The select is part of a cursor . . . the process is executing a proprietary product (SQR) that creates dynamic SQL based on it's coding language. The basic syntax of the SQL statement that is being prepared/executed is not too complex and looks something like this:

If you have access to pside, 8.4 still supports the old File/Print from PS Query from the Windows development side. I haven't seen the same ability from the web side.
