Sounds like the incoming network connection to the machine is not working.
Is the cable ok ?
Ipconfig /renew
If that doesnt work then the network cable is prolly not live.
Failing that maybe go into the #com card properties and change the connection type from Autosense to something else.

I guess the question you need asked here is do you want fault tolerance on your HD's. If you do then A dynamic disk array will help you.

I think what you are suggesting may be a bit drastic.
Can you not log on as administrator and remove the domain policy ?

Create a new group called "Managers" add the managers user accounts to this group. Add this group to the printer and give the group print priority 99.
All other users can print priority of 1. ( everyone )
