BB 7750 severe issues

Users Device being arbitrarily re-assigned to a non BB user
In the BES 3.6 world I would occasionally have a users BB device reassigned without any intervention be the BesAdmin(me). BB Tech support said that this was not possible since the device has to be connected to pick up the PIN. I have upgraded to BES 4.0 running in a Exchange 2003 environment...- rhprice
