    Are you using the full domain name as stated in active directory users and computers (ie domainname.com)?

    Make sure that the user accounts in question are not locked out. If they are, unlock them and have the user try to access outlook once more. If this is the case, you now need to know why the user accounts are getting locked out on such a regular basis. Good luck.
