    Can't open .jpg files in Photo Editor and Paint

    I can't open .jpg files in Photo Editor or Paint, when I try to do it I get a textbox with the text: "File is damaged or incomplete". When I'm opening these files in the Internet Explorer it working well. Is there anyone who can tell me how to solve this problem?

    I've received some .dgn files and I want to import them into Auto-CAD, but it isn't working, is there anybody who can tell me how I can do this or is it impossible?
