Ed is correct (I work for HP). The Recovery CD will work fine so long as the drive is clean. I would fdisk the drive to be certain, then load the Recovery CD. Run a recovery only, as the fdisk will do a better job formatting the drive than the CD anyway. If, for any reason, the CD will not work...
You may well have done this, but remove your RAM and snap it back into its slots securely.
As Karl may be thinking, I am tempted to think the power supply is fault. Do you have an alternate you could test on the machine?
