Give clients list access to the folder and read/write access to the contents. Remember to enable DENY on the delete access - which is what a move basically is. That is about as close as you're going to get. If you give your clients write access they will be able to copy the contents...
Check your SYS:SYSTEM\GRPWISE.NCF, it should look something like this....

If you run the migration wizard, it should copy all of the NDS structure over. You'll also want to copy over the groupwise domain directory and then reinstall groupwise on the new server. Should be pretty seamless and users should notice nothing different if done correctly.

In GroupWise go to Tools - Options - Security...
Do you see an option for, no password required with NDS? Also in ConsoleOne, assuming you're using GroupWise 6.X, there is an option to clear the GroupWise password. Hope this helps...
I assume you're running Active Directory. Configure quotas in the right template and it should trickle down. The user will need to reboot his/her workstation for the changes to take effect.
