we tried this method yesterday. it took 5 hours. but it succeed.i think you can try by enterprise edition also. but at the end i didn,t reinstall still it is working fine.you need to run domainprep before disasterrecover action

by default there is no pre define size of mail boxes and not for delivery restriction . whatever u want u have to define
you can define a mailbox size for all users from Exchange system manager
go to your Organization, click servers, click your server,first storage group, mailbox storeon limit...
you have to create a seperate user account and give that user right of exchnage full administrator by delegate contriol wizard in Exchange system manager
you can make one more exchange server in the same forest
and for restricting your users . in your SMTP connector go to Delivery restriction tab in reject message from add your restricted group ( create a group and put all users in that group whom u want to restrict)

or else for users migration u can use ADMT tools also
but in your case if your users are already in 2000 network go for Exchange migration wizard
first put it in Native mode
configure your smtp connector & pop3 connector properly
and try to send and receive mails internaly then externaly
you have not cleared where your DNS server is running
if it is on 2000 then it is ok
but if it is on NT 4.0 still it will work but better you put on...
