I have found a limitation of 10 with the Passport model/ver/release that I am using....see below where I setup 9 different ports to be monitored to one port.

This is usually a given, but make certain you are starting the services not with the System account but with the account you used to install the Exchange Server. This is a documented issue that I have seen. Sounds simple, but overlooked sometimes.
