Have you checked your hosts allow and hosts deny files at all?
I am not sure of your Linux experience but the hosts.allow and hosts.deny files are located in /etc and you must allow the clients/subnets that you wish to connect to the server in the hosts.allow. Ensure that the hosts.deny is not...
