I just researched this error and am experiencing it on an Exch 5.5 server. It's most likely because the server needs more horsepower to run the virus scans. I use CA's Inoculate IT 6.0, and they strongly suggest background scanning is not enabled.

Give this a try on 1 client to see if it restores the free/busy information. If it works, you could repeat this for all mailboxes by chaning the default e-mail box on 1 client and subsequently running this produre. We had free/busy problems and this fixed the issue when other solutions did not...
