I found WSFTP LE doesn't resume on uploads (only downloads = that's why it's a Limited Edition!). Another freeware alternative is AceFTP3 from: http://freeware.aceftp.com/ but with this one (while v. good) the limitation is you can't manipulate the queue.

I'd recommend using Socks4/5 Ad Blocker, free download of only 90 kb from http://www.webattack.com/get/sab.shtml which is a proxy server that filters ads, java and more. It's also possible to restore I.E. configuration from its options if you want to stop using it.
