And don't forget about using the static wrist cable. Your static charge could damage lots of peripherials if you don't use this cable. Be on the safe side.
What about the motherboard itself. I mean is it dirty or does it have too much dust. Cleaning helps sometimes. Take out the whole motherboard and try to clean the controller itself and screw holes of the motherboard. Use a blower to clean the controller and a dust paper to clean the screw holes...
Kathryn, one of your peripherials in your PC may be damaged. Try to take out each one of them one at a time and try to boot. It could be sound card, Modem, Network Interface card or anything. If the PC works without that card the problem is on the card.
