dbexport error
Are you on a Linux system? There is a bug with the fileutils on Linux that causes a dbexport to give exactly the error you are getting. It creates the export directory, but gives an error saying that it can't create it. You can do a search on Google and get more information concerning this bug.- JSerman

extents on indexes
If you drop and then recreate an index it should consolidate the extents as long as you have contiguous free space.- JSerman
