My servers were experiencing that same problem and I pinpointed it to Outlook. Whenever Outlook would launch the Auto-Archive feature and a user didn't respond, then the context switches went through the roof. I added a key to disable the auto-archive feature and I no longer get messages about...
The client pc doesn't have the Citrix web-client installed on it. Either force the download of the client from your web server or have the users install it manually.
