    Windows firewall was not on, but I finally discovered that some VPN software that was running also had a firewall, and I didn't realize it did. It was Check Point, and as I went through and stopped processes, I stumbled onto that. So the problem is now resolved.

    The firewalls will definitely cause this if enabled, and I believe the windows firewall is by default. You can allow for exceptions for remote desktop, or turn it off all together.
