this is a utility not a db2 command - run it from the command window on the client not the command line processor. same thing in unix - just run db2look at the unix prompt, don't prefix it with db2...
the db2level command will tell you which version of db2 you are running. fyi - you need to apply fixpack 3 to v7.1 code to get to the v7.2 level - after that you can skip fixpacks and apply fp 6 if you'd like to do that - the fp's are cumulative within a release.
