Two issues:
1) We use W2k SP4 and the option listed above "configure programs" does not appear.
2) The goal here would be something that could be pushed out to all current users via SMS, and changed during the installation of the OS, hence the attempts via the registry.

You might try optimizing your pagefile.sys file:
0 Avoid having the page file on the same drive as the system files
0 Move the Pagefile off the disk that holds your system and boot partitions to another fast and dedicated hard disk.
Yeah that does it one time. However each time a new user logs in the icons will be there again.

That should answer your question and validate what artifax was saying. It might work well, but then again, not everyone is using outlook/exchange, which might make it look like garbage.
