My suggestion will be to failover to the backup if there is no impact to the users then work on the /dev in that way it will not impact the users if something went wrongs.
For using the /dev from the backup server, it might not work cos the root disk might have different device naming though...
First on all, use ioscan to make sure the /dev/dsk/c3t0d2 is there ?
Then do a insf -e to make sure the drivers are loaded properly.
From the device name looks like you are using a disk array, make sure that there is no secondary/alternate path point to the same disk

One clever way of doing it is to use Software distributor to push the root password into server from a master server.
However, you will need to make sure that the swacl is configure correctly.
