Try another ISP. Your setup is fine if you can connect and get decent speeds, even if only ocassionally. The ISP is the variable you can't control. Maybe you should complain to them.
Since the user can log on and function on the network, at least for some period, this seems like a hardware/cable issue. I'd move the workstation or change the cable/NIC to see if the problem goes away (one at a time and test each).
Sounds like you might have more than one DHCP server. Was anything providing this service before? Such as a firewall/gateway or NT server? If so, try turning off the DHCP service on the 2000 server. I had a weird problem like this when I installed an emergency backup internet router and left...
I have a similar problem. It was suggested that I remove all the protocols on each PC and reinstall them. Something about the TCP/IP stack on one of the machines.
