From my understanding, it is best to upgrade the existing PDC to Win 2K, and all of the migration is then taken care of. What I am doig is installing Win NT on the new server as a BDC, promote it to a PDC, then upgrade. All of the users, groups, etc will be upgraded then.

That looks like the route to go. The old production server can be upgraded after we move everyone off of it, and place it with the BDC.
