I have run into this symptom but it had to do with the antivirus software. We have large priv.edb's (70-85GB) and when we get new signature files for NAVMSE, it locks the unscanned messages until it can scan it and then releases it to the client. Users commonly complain about outlook hanging...
Has it ever worked? Did they install Panda recently? If so, is that when it stopped working? It sounds like the antivirus software is blocking the .zip extension. I would have the admin of the server you are sending to check the filtered extensions and ask if they could remove the .zip...
Did you install exchange from a microsoft select cd? If so, run the SrvRmax.exe program file from the Select CD to install the Enterprise Edition of Exchange Server 5.5.
