As far as I know it wil not be possible because the big difference between win98 US and win98 Russian is only the language. The underlying programming is exactly the same. The problem with dual booting then will be stating two different Program Files directories and two different start-up files...

Another note on this, according to some posting on google discussion groups is that it is cause by W2K in combination with the NEtwork card settings. This will only cause a problem if the Wake-On-LAN setting is set on the NIC. I disabled it and so far I haven't seen any red crosses on them.
There is a way to reset the password if you have access to the file system, ie. with DOS. First, always be careful about waht you do.
If you have access to the file system, go to the windows directory and rename LOGON.SCR to LOGON.OLD
