Sound like Terminal Server was installed in "Remote Administration Mode" which will only allow admins to log on. For normal users to use terminal services, it needs to be installed in "Application Server Mode"

In situations like this, I use the IFMEMBER tool found on the Windows 2000 resource kit. It allows you to check for group memberships and perform logon tasks accordingly.
