Have you tried using the Veritas drivers to install the drive? This worked for me.

Do you have the Library Expansion Agent for the second drive? This was a problem we had when upgrading to BE 8.6 and Veritas confirmed that you need to purchase an agent for any new drives you add to your server. Hope this helps
