FYI
I was able to resolve the problem by untrusting the system running: /usr/lbin/tsconvert -r
and then trusted again via command line running
/usr/lbin/tsconvert
fixed all my problems... I guess when I originally used SAM to trust the system, maybe something didn't work right

I'm running HP-UX 11i
I have converted to a trusted system and now when logged in as a regular user I can't change passwd anymore
when I run:
$ passwd
Changing password for <user>
Old password: (I put in my old passwd)
Sorry.
$

This is a little off from your question, but you can install "sudo" on your system.. Using sudo can allow your users to run a command as any user without giving out root password. It is very customizable. It will be easier for you to monitor who runs that specific command if you...
