As far as I remember, you cannot use administrative shares in a DFS tree, even for replica partners. Try simply sharing the required folders.

With just two DCs it doesn't really matter which one hosts ths DFS root. That error looks like an erroneous path listing that you've configured for the replica partner. Have you used a UNC path for the replica partner?
