What you need is a wild card for the time. The date and time are stored as you've noticed. Depending on your version of Access you can get away with something like this:
like [Enter a Date] & "*"
as the criteria expression in the query

If all you want to do is concatentate the fields, for what ever reason, (sometimes you don't want to store the time in the same field as the date for query purposes).
If you have an unbound field on the form named dtm your code would be:
dtm =[forms]![fdetailbyfacility]![arrivaldate] & "...
