Looking at the code. I looks like it is just a default value for a prepared statement. petersJazz is right... It will act as if the where clause does not exist.

Why would I want to do a thing susch as this? Well I am forced to use a vpn connection. This connection has the irritating habit of dropping off. On a big table this usually happen right before my command is finished.
