I see a lot of Cisco router which have this message at boot up :
POST ............ OK. 8MB DRAM, 4MB Flash.
Configured boot failed, attempting fallback boot.
I've seen that type a "boot system flash" command help to resolve this problem but it doesn't work all times...

What do you want to sniff exactly ?
If the router is behind a switch and this one have a mirror port or snmp capability you can look at the traffic with any good analyser (sniffer,observer,ethereal...etc)
If you want to see what are exactly in the router (dropped packet, routing...
