Cat 5? the wires are twisted pairs, this provides some shielding from signal interference - maybe also a little help with impedance matching. If you have two signal lines in one twisted pair, you will reduce the threshhold for interference and be more likely to send bad/unreceivable packets...
You might google for and try
NUSB22.EXE - supposed to be a universal port for W98SE
I installed it on an older Dell Inspiron lapton and it
did work as advertised.
Tap the menu button (house) then the options (bolt) button - at the top you will see App is highlighted. Tap Delete in the list below it - after a short delay, a list of app files will appear, scroll down to the one you wish to delete, tap the name, tap 'delete' and 'done'

I have seen this problem when the cable connections are not perfect - just good enough to negotiate, but too many errors in transmitting data packets. Check your connections, jacks and plugs. If possible, move the computer to a different (working) location to test it.
Mmmm, they way I understand it, the Tungsten E will 'trickle-charge' from a USB port (provided that port is equipped to supply power to devices). So, in future, absent a power brick you could use USB cable to do the job - don't need the palm software on the PC for charging purposes.

For what I was referring to:
When you install W2K, during the initial phase, you press F5 key and follow the prompts to select 'Standard PC.' And you likewise should have ACPI...
Hmmm... what other devices and which IRQs are in use?
If you use default HAL they will all report as IRQ9 and the
OS is supposed to sort it out. I would try to remove
and/or disable as many things as possible - sound card,
second USB port, etc. I have had past experience where
