Microsoft security updates to Internet explorer have changed the way that some file types are viewed. With tif files users are now prompted to save the file to disk instead of being able to view them online (Open is greyed out). Is there a way to make some file types exempt from this requrement?
Also keep in mind that not everyone who calls themself a consultant actually knows enough to set up the LAN you're describing. Find somebody who's an MCSE - that will at least give you an idea that they know some something about TCP/IP and Windows 2000.
