This almost sounds like your agent is set to use auto-answer, but oneX agent isn't. Check System Settings, Login section, 'CM Auto Answer Support Required'
Wow, Avaya really did fast track that. I think it was just last year that we suggested it to our account team. At that time the dev group hadn't even realized it was an issue.

I hope they come up with a better way to handle IP Agent users then. Right now, we have to have dedicated CLAN's for each 'site' so IP Agent users grab the right outgoing trunk group when it establishes the telecommuter service link.

You're theory sounds decent to me. Part of the system (incorrectly) shows a service link, but yet the new station programming says IP Softphone is not allowed. System then denied registration?
Try deleting the station, build an unrelated dummy station, then rebuild the original station. Then delete the dummy station.

I use both methods; CF and FTP. Then I copy the FTP'd files to a secure flash drive that I take home with me. The server that is hosting the FTP session is also backed up by our IR group & stored off-site as well.

We had some weird things going on when I put 2.8.3 on a couple of production phones. Not exactly the same symptoms (they were resetting when users logged in to IC), but they resolved when I went back to 2.8.
