I launched the Nortel Voice Mail Manager and did as you suggested, under Auto-Attendant, Lines, Line 061 was set to Answer = Yes, I changed it to Answer = No, and now DN 500 just rings until someone answers or falls into x500's voicemail, as I wanted.

We don't have an AA/CCR, at least not used since I joined the company. PRI lines all go to x500, and after hours it goes to the general delivery voicemail. We do have a "Voice Applications" module, but I think that is the voicemail system.

When I set Trunk Mode to Supervised, I get the option for Answer mode = Auto, and Answer with DISA = No, but calling in still ends up with a dial tone. Very odd.
Changing Trunk mode between Supervised and Unspr for that line in NRU does not seem to have any effect. When calling through that phone line, it rings once and then I get the dial tone.
