Yes you are right, Softconsole is not a softphone that can use a usb headset. My mistake and lesson learned ;-)
currently I'm using L119 headset connect to 9611G IP phone and it's working with Softconsole (softconsole uses a phone)

The steps and settings that you shared above the headset method and with Softconsole application, i tried it and did not work.

Its using 9611G H.323 IP phone and its working perfectly with L119 headset by enabling audio path to headset mode.
I did try the setting suggested below but it did not work with or without Softconsole

Yes, its true enough there is no audio path with the soft console.
Currently using AVAYA - L119 headset RJ9 - connect to the IP phone and its working with IP office Softconsole.

Yes, using user portal will work. what customer wants is remotely disable the DND.

Currently I am using IPO R12 Server Edition (Select) and tried to use the short-code to enable and disable the DND remotely for an EXT but Fail. Instead, it enable its own EXT
*08*N# - DND On
*09*N# - DND Off
Example:
EXT 2901 keyin the shortcode DND On for EXT 83011 > *08*83011#...
