Perhaps I am confused, when activating a licence, I have been assuming am I activating the licence therefor two ports but am I activating a port?
I have always worked on the bases that you can't split the two additional ports?

It's not using WebLm PLDS file loaded directly. It's a bit odd, in licences the Additional VM Pro ports are 11 and the server edition is 2. In PLDS they have 7 licences.
I would expect the 7 licences to enable 14 ports and then an additional 4 ports for the 2 server licences...

Unless you have done something odd in the config then it would be the networks causing this.
