This PBX is located in Sri Lanka and the number I am testing with is 0115339907.
I get similar results when i try to call international as well.
What would be a valid outbound ID. DO i need to have a public number to this extension to test?

This is the first time I am required to troubleshoot a Mitel system.
We have this PBX and all internal calls are working as expected even with other connected PBXs over IPSec VPNs.
We are unable to place external calls.
