We have never neen able to get the J1xx series to work with the CCMS sip massages.
I dont remember exactly but I believe it was somewhat like this:

Ip endpoints, 3rd party , power user should be on Server.
The pri/pra license needs to stay on ip500.
Essential en preferred best to remove them from ip500 because it will receive the serveredtition license from the server.
Server needs to be Primary.
Ip500v2 can just be adder to the server but you will need an additional server edition license that needs to be installed on the server edition.
So you will need 2 server edition licensed installed on the server itself.
I believe we had a similar issue when the iphone is on public internet.

A Server Edition low on diskspace can be caused by excessive logging on the server.
Linux logs: /var/log/audit (only via ssh, no sftp/winscp)
to remove: rm -rf audit.log.*

If you are running a dual server setup (resilient) or if you have an IP500V2 connected to the server it wil use 2 CTI link pro licenses. Per connected IPO system (appliance or server) you need 1 CTI Link Pro license.

Since Avaya dropped support on VMPro for Microsoft SQL and MySQL we are only left with Postgresql.
Support pages and Avaya Support confirmed that only Postgresql 9.6 is compatible with vmpro on IPO R11.
