I had similar error on a 11.0 IP500V2 system that showed up for some time until the card actually failed. Seen on system status and email alarms. There was a small burned spot in it when it was removed. Replaced the sd and rehosted the license.
If the noise is coming from Spectrum, then they must fix it. Whether they have to replace the EMTA or SBC type equipment providing the dial tone. They must provide you reliable noise free circuits. If it’s bad before the system then it will never be good on the system.
