This issue has been solved I believe. Turns out the secondary reception phone was set to forward all. On this phone the main line does not have a mailbox causing it to likely go to the general mailbox.
We are currently running into an issue where all external calls that are incoming are going to the general mailbox instead of hitting our auto attendant.
