Where did you sniff the trace? On your desktop with the Zoiper SoftPhone?
In that case you will not be able to see traffic exchange between Asterisk and Panasonic.
But to solve your issue you should analyze exactly the traffic between Asterisk and Panasonic.
VM - is a transfer destination.
Transfer originator is your KX-TDA system, so you should to check out KX-TDA settings - not VM.
See 4-1-1 menu item, "Intercept No Answer Time" tab, or 4-1-2 menu item (when connected to KX-TDA via UPCMC).
You custom service is available as a usual DIL-destination for incoming call (PBX Configuration section, menu 10->2).
But DIL-destination will not be available if you will just follow steps above.
All menu items (10->2, 5->3->1, etc) belong to "PBX Configuration" section.
