I don't know if you have the AKTroubleshooting guide so here it is. AKTroubleshooting There is a section in there just for this. I would also check your windows firewall and make sure that AK is allowed to pass. If these don't fix your issue, let me know as I have some more things that may work.
This link has both the documentation and the program. When you try to extract the program, it's going to complain about a file already existing (ib.exe), just tell it to overwrite it. I've never taken the time to rezip it. That's just how it was when I received it from NCR.

I pulled an image using ghost last night. I stripped the image of our custom work and ran NCR's sysprep on it so it should be a standard NCR image now. Let me know if you have any questions around it. NCR 1230/1530 Image
I looked at a few of my stores in cfc and compared their start of the week day. I then found some that were different and pulled a copy of their ini files and compared them and that is what I found. I've never seen that comment in the ini file, so I'm not sure on that part.
If your server has multiple NIC's you may need to use the /radvidip switch. So if the BOH has an IP of 192.168.0.10 of the pos network, you would use radvidsetup.exe /radvidip 192.168.0.10
