Tried your other test by putting the HG (698) in the ICR and same result, calling the incoming line does not forward to mobile. If i put the dummy extn on the ICR then it does call the mobile .....
'Supports Partial Rerouting' is unchecked in the PRI configuration - should it be checked?

One dummy user (Extn 705) that has unconditional forwarding set to internal extension 308.
One call group (698) with one user (705) defined. Voice mail on call group and user off. Ring Mode set to sequential.

Pretty sure provider isn't blocking as we had them take the block off when the system went in, but will check the logs just in case.
